CLONE 2020R2.1- Open Item Mgmt - Create Order - Order of checks

While performing some functional testing on CFAMX-10090, I noticed that the order of the checks in the Create Order modal appears to be wrong, this should be updated to be:

1. Open Orders - Are there any Placed or Shipped orders to Receive?
2. Delivery Schedules - Is there a delivery schedule for today?
3. Scheduled Orders - Is there an order schedule for the delivery date time selected?
4. Duplicate Orders - Is there already an order placed with that delivery date and time or cover until date and date?

Currently the modal is checking for the Delivery Schedule first, and gets confused if there is an open order
