2020.R3(S5):Assign Vendor Items: Cannot add new Restaurant rule

Description: Navigated to the rules page of a vendor item and when I try to add a restaurant rule and select the restaurant, the UI refreshes and returns to the state before I clicked Add New Record. At first I thought it was because I had the All Zones filter selected by default, so I switched it to the Restaurant filter, but had the same results.

Steps
1. Navigate to URL
2. select Syrup, Mango and viewed rules
3. Did not touch any filters, but clicked Add New Record
4. Selected Include and tried to enter/select a restaurant

Results: the new record is removed and the restaurant rule is not added
