2020.R3(S5) : Order Guide - Duplicate Rules Can be added while Searching Page

Description: This is an existing issue in the order guide rules page. While Will was demoing to CFA today, we noticed that he was able to add a duplicate rule. While reviewing the new forecast filters, we were able to add a duplicate restaurant rule based on the fact that duplicates are only checked if they exist on the current filtered page.

Steps
1. Navigate to the above page (search a vendor item and then search a rule by entering a DC)
2. click the Add New Record button and add a duplicate restaurant rule

Expected Result: You should not be able to add duplicate rules in the order guide
