Caner - Provide means for one time import of Order Guide data

As an above store user I want the configuration data to be migrated from the Chick-fil-A Order Guide Application to InFORM so that the rules I have in place today are available in InFORM

Notes:

• Moving from a system of Vendor Items, to a system of “CFA Items” (Like Vendor Items, grouped by Vendor Item Code)
• This story is to track providing a means to populate the Order Guide rules in InFORM using data from the CFA Order Guide application.
• This is a "one-time" process, and will NOT be used to maintain data on an ongoing basis

Acceptance Criteria:

1. Confirm that there is a mechanism to import data from the Chick-fil-A Order Guide Application into InFORM
2. Confirm that the importing of configuration data creates the appropriate configuration rules
3. Confirm that after the rules are imported, there is a mechanism to apply these rules to all items and restaurants to create the appropriate Vendor Entity Item assignments
