Change default Range on IAR screen to 90 days - INF-10054

Currently, the IAR range start and end date default to the same day. We're hoping to change the default range to 90 days.

If i were generating this IAR today, the end date would be today and the start date would be 90 days ago.
This will automatically populate more option in the Count Start and Count End drop down menus.
The Operator would have more counts to choose from initially and eliminate a step and subsequent page load for the operator when creating the IAR.
