CLONE - 2020R3- eStructureManager.exe Is not being stopped in Task Manager and has to be killed

      Description

      During the last few Production of deployment, we have noticed that only Server Manager Instance 1 closes out eStructureManager.exe in Task Manager, for the other instances these tasks have to be manually killed.

      Note: this was not the case prior to the work that was done to allow us to split out SM tasks between two servers
