2019.R1(S6): Order Guide-Deleting Rule does not update the correct user in Update Message on Rules Page

      Description

      Hi Caner Saritac, we might have discussed this before around the UpdatedBy when you delete a rule.  If you are the one who added the rules on the page and I go and delete them, the last updated by message only shows your name.  Is this expected?  I'm just creating a bug so I don't forget to track this issue/functionality.
