IsSuggestedItem flag set to N or blank in inv item import doesn't update Suggested Item flag at the store level

It appears that if IsSuggestedItem is set to N or is left blank in the inventory item import, it doesn't update store level setting.
JATesting, Store 00440, item 'Brown Sugar Black Pepper Blend', itemcode = 12321
In the import tried both leaving field blank and having it set to N, at the store level both issuggesteditem and IsSuggestedItemByHeadOffice flags are still set to 1.
In the tbDefaultEntityItem table both flags got set to 0.
It works when IsSuggestedItem is set to Y in the file, it updates both tbentityitem and tbDefaultEntityItem tables. Item Kale, itemcode 12381
