2021.R3(S1): Closing Change Fund - Actions->Options enabled when buttons are disabled

Closing Change Fund - Actions->Assign Variance to Cashier Action enabled when button disabled
Environment : JAT
Store : Northwest Arkansas Mall
Steps
1. Navigate to Store
2. Navigate to URL https://m.inform.jatesting.cfahome.com/#/Financial/ChangeFund/Closing
3. Click the Actions button
4. Click the Assign Variance to Cashier or Authorize Action (option from drop-down)
Results : By observing, button is disabled , but when you click on it, it directs you to a page that technically does not exist until there is a variance.
Also, the authorize modal pops-up when no action has been taken on the page.

Expected : Both buttons to appear and be disabled.
