As a user, I would like a new section in EOM titled "Sales Exclusions"

Details

This story is just create the UI for this new section. The user should be able to interact with the text fields described below but there is no requirement in this story to save any of the user entered data. That functionality will come later.

• Section Location - Before "EOM Reports"
• Section Title - Sales Exclusions
• Section Details
  • A header section with localizable text.
    • Placeholder text = "Enter sales exclusion amounts.".
  • A Dropdown titled "Select Sales Exclusion Type"
  • A text entry field titled "Sales Exclusion Amount"
  • A "Complete" button

• The section should start collapsed.
• The section should start with the "Review Task" button and a carat in the section header. This follows the existing pattern for EOM sections.
  • The user expands the section with either the "Review Task" button or carat. This follows the existing pattern for EOM sections.
• Clicking "Complete" in the section changes the "Review Task" button to a "Complete" button.
• The section is still expandable in the "Complete" state.
• The user does not need to enter any data or manually complete the section to be able to mark end of month.
• InFORM admins should be able to enable and disable this section by zone.
