CLONE 2022.R1 - Ad Hoc Item assignment does not work when store is added to 'empty' Zone

Steps to recreate: 

Created a new Zone - Nugget Zone and associated this to Mclane

Added a new Inventory Item - Nugget, Thai (item id = 6442 vendor code 004828)

Created a Vendor Item for this item

Applied the Rule for this item to the Nugget Zone

Navigate back to the Zone Manager and load the Ad Hoc Zone - Nugget Zone

Nugget Zone has no Store assigned

Assign 01919 to the Nugget Zone

The modal displays asking if I would like to Run Now or Queue for later 

Click Run Now

DEFECT -  the Store in the list is not recognized as being in the ZONE and the tbVendorEntityItem is not created. 

Audit Log when Store added to the ZONE initially.
