As a user, I would like the Record Waste page to include some page functionality

Add
- "Add New Item(s)" button
- "Add New Item(s)" modal

Confirm
- There is an "Add New Item(s)" button in the top left of the page.
- When the user clicks the button, the "Add New Item(s)" modal opens.
- The user can search for inventory items in the modal
- The item name and number are returned when hit.
- The item type is returned. This can be a "Raw" item which is an individual item not a recipe or a finished item which is a full recipe.
- The hits list is sorted by Raw items first alphabetically, then Finished items alphabetically.
- The user can select 1 or many items from the results
- The "Add Item(s)" button in the modal keeps a count of how many items the user has selected
- The user can cancel or close the modal.
- The user can search for inventory items in the modal
The actual selection of items and populating the grid will be covered in another story
