Forecast Aggregate Cleanup Partition usage

As a developer, I would like the Forecast aggregation cleanup process to drop/add partitions rather than deleting blocks of records in the metric detail tables in order to reduce processing and disk utilization on the SQL Server.

It is believed that work was done on this in the past by Michael and Lucas because dropping partitions had some kind of issue. Perhaps some kind of issue with foreign keys since the tables have different retention requirements?
