Modify Forecast Aggregation to use CDC table for tbTransactionItem

As a developer, I would like to make use of the Change Data Capture (CDC) table created by RDS for the tbTransactionItem table to more easily update the Forecasting Metric Detail tables than the existing Forecast Aggregation process.

At a high level, the existing Forecast Aggregation process takes a high watermark and processes all transactions between that high watermark and later to be aggregated into the various Metric Detail tables. Instead of using the high watermark to look at the transactional tables, it would use less resources and cause less contention to go against the CDC tables instead.
