As a user, I would like to be able to save customer changes in history

- The Save button defaults to "Disabled"
- When the user marks a customer as Uncollectable the Save button is enabled and the user can save the record.
- If a record is marked Uncollectable when the page loads and the user deselects the Uncollectable option in a record, the save button is enabled and the user can save the record.
