CFAMX-M2 - Transfers is not respecting zone configuration

Defect - After creating a template and zone and assigning the store to the zone, we see that all stores still have M2 inventory transfers pages

Steps: 

1- Created a Mobile 2 template

2- Assign this to the  Inform Pilots>>Mobile 2 Pilot zone in the M2 Testing environment,

3- Assign store 00717 to the Zone

4- Login to Testing MXC M2 at Store 01919 - matt.listi/123456 *STORE is not in Mobile 2 Pilot* zone

5-Click Inventory Transfers menu option

6-Click Create

Defect - this store is not in the zone so we would not expect the M2 Create Transfer page to display
