Outside Sales Report - de couple Security Group -'Customers - View Hidden Customers'

Scenario - the security group should only control the UI - Customer Management and Customer Sales. When the operator is on the Report Portal and we select Daily Sales>> Outside Sales - we would like to always see the 'Include Systematic Cust - Outside Sls' label and checkbox AND it should always default to checked. It should be decoupled from the security group. 

AC

1. when security is checked for operator - display the Systematic Cust as we do now on the Customer Sales page (Working)
2. when security is checked for operator - display the Systematic Cust as we do now on the Customer Management page (Working)
3. when security is unchecked for operator - DO NOT display the Systematic Cust as we do now on the Customer Sales page (Working)
4. when security is unchecked for operator - DO NOT display the Systematic Cust as we do now on the Customer Management page (Working)
5. Security group has no impact to CDS export (working)
6. When the Report Portal is opened by an OPERATOR or TEAM MEMBER OR MANAGER role from a Chick-fil-A Store USER, regardless of the Security group being Checked OR Unchecked - display the Include Systematic Cust - Outside Sls label and check box and default to checked.  THIS WILL NEED TO BE A NEW STORY IN 2023R2. For now, when the security group is unchecked, we will not display the checkbox and label but we will display the Systematic Customer for all users.
