Category not displayed - Paid In/Out page when paid out created as an Over Payment from Customer sales

Scenario - when the PO is created from a Customer Sales overpayment, the Category is not displayed nor is it required on Paid In/Out page. 

Steps: 

1- Pay a TBC with a Collected Sale where the TBC is completely paid off and money remains

2. Create a PO with the remaining money

3. Navigate to the Paid in Paid Out page

Defect: Category is not displayed (1217) and it appears that the system no longer requires it.

 CDS works fine:
