MXC - Settings>>Paid In/Out Categories - unselect all regions and click Edit button and PI/PO Category is removed from UI - isActive = 1 in DB

Scenario - when unselecting the Regions from a PI/PO category and clicking the Edit button the PI/PO Category is updated and removed from the UI as if it were Deleted. However, LedgerChartOfAccounts.isActive = 1.

Steps to recreate: JATESTING

1-Navigate to Paid in /Paid Out Categories from  the Settings page in mobile 

2- Click the edit pencil or the view magnifying glass for any PI/PO Category (in this case 1001, 1004 in JATesting)

3-Modal opens

4-uncheck all regions that are checked

5-edit button becomes active

6-select edit 

Defect:  The modal closes and the PI/PO Category is removed from the page.  It does not display as inactive or active, it simply is no longer displayed. The DB shows - isActive = 1.  

I am logging this as a Testing Defect since this would be broken in testing if it came over to Sharon and myself.  This is not a sprint testing defect - I am not sure if the new functionality was tested in JAT.
