Location import applies expired zone rules to new store

After adding a new store to JAT, we checked to see which zones would apply and we found that zones QCD, CFA and US would apply to this store. However, some of the items that applied to the store, like for Vendor code 007872 was an expired rule.  In the Vei table, the rule's end date was Dec 31, 2019 and the item was active in the new store.
