      Description

      Story
      As a supply chain user who enters inventory counts, I would like the apply count screen (finish count) to force me to enter a time.

      Details
      The current state of the apply count modal forces the user to enter a date, if the configuration is set to true, but not the time field. Chick-fil-A would like the user to be forced to enter a time as well.

      Acceptance Criteria
      Confirm the user must enter a time in the time field on the apply count screen.
