      Description

      Stored Proc: [qryMMSConfigurationSetting_GetByEnumForCache]   was retrieving incorrect values in our testing environment.  The Configuration setting is sometimes getting assigned to ON Globally and other times to OFF globally when the setting was only always set for a template through the UI - https://inform.jatesting.cfahome.com/MMS_HO_ConfigurationManager.aspx?MenuCustomItemID=321
