Assign Vendor Item End Date Calendar allows user to select past dates for existing rules

Item: 101051 / Select Existing Rules / Select End Date Calendar picker

For Item editing, when user selects the End date calendar picker to select an end date the calendar allows previous days to be selected.

Reproduction Steps:
Navigate to Assign Vendor Item from Administration
select All items
enter 101051
Select existing rule to edit
Select End Date Calendar picker

Expected Results:
The dates in calendar are disabled.

Actual Results:
The dates in calendar are enabled for user to select previous days.
