2019.R3(S4) EOM Utility-Navigate away warning dialog appears when there are no changes to the reason(s)

Steps:

1. Navigate to test store St. Johns Town Center FSU
2. Navigate to URL
3. Select November from the Date selector
4. Click Complete for the Utility Payment Panel
5. Results - expands with mock utilities supplied through the Test api
6. Enter text and click Save for one or more utilities
7. Navigate back to this month and page (may have to play with the test data state of the month to get it back to the original test state)
8. Click in the field and make NO changes (make sure the save button is still disabled)
9. navigate away from the page (Another date, Another MxC Page or log out)
10. Observe that the warning dialog display
11. Expected: No warning when there was no change (save and warning should trigger on the same event)
