2019.R3 (S5):Order Guide-Rule's apply date does not get updated after applying any rule

Environment: JAT

User:  Soma.Dixon but Systemadmin should behave the same

Steps:

Created an Add rule for this item: CHEESE, AMERICAN CHEDDAR SLICE (100463)

Applied the rule:

242 100463 123 Include 2019-05-29 00:00:00 NULL 2019-05-29 10:09:00 Soma Dixon 0 NULL 0

Results: The apply date did not get updated, but the rule was applied according the the new VEI relationship and tbAudit:
