2019.R3(S5)Order Guide-Applied Store and Zone rule and VEI Intro Date came from the Zone Rule, not the store rule

Applied both Store and Zone Rules for a Vendor Item and the Store Rule's Start Date did not "Win" when updating the item in the VEI table.  Instead, the VEI.Introduction date had the Start Date of the Zone Rule. 

Environment: JAT

User:  Soma.Dixon but Systemadmin should behave the same

Steps:

Created an Add rules for this item: CHEESE, AMERICAN CHEDDAR SLICE (100463)

Applied the rules:

246 100463 123 Include 2019-05-30 00:00:00 2019-05-31 23:59:00 2019-05-29 13:43:00 Soma Dixon 0 2019-05-29 13:45:00 0

Zone Rule:

227 100463 319 40 Include 2019-06-12 00:00:00 2019-08-12 23:59:00 2019-05-29 13:42:00 Soma Dixon 0 2019-05-29 13:45:00 NULL

Results: The Vendor Entity Item introduction date is from the zone rule and not the store rule. Expected: Store rule is applied not the zone rule.
