Hardening - Cannot download reports for previous months

The End of Month Reports do not provide a way to download reports for previously closed periods.

The user should be able to select and download reports in the same manner as the current end of month period

The user should be able to :
1. Select All Reports to Download
2. Select individual reports to download
3. The reports should concatenate into a single file when multiple reports are selected
