2018.R4: Custom Counts - Can enter Duplicate Names which cause issues(INF-11126)

When I create a count with a duplicate custom name, the UI allows for this and then the name does not show up in the Count filter drop-down on the History page. 

Navigate to Mobile JAT
go to store Truett's grill
Select Settings from the menu and then Custom Counts
Rename Shift1 and Shift2 to both say Shift
Save

Expected:

Up to the product team, but I would think that you need unique custom counts

Actual Results:

You can successfully save a count with the same name
Note: This causes the history filter to Not show custom counts
