2018.R4:Can access *Transfers* through URL when the configuration is off for all stores (INF-11152)

      Description

      Turned Mobile->Transfers->Allow access to transfers off for all stores.  The Transfers option is no longer on the menu, but when I use the URL to access the page, I can successfully reach the page:

      https://m.inform.jatesting.cfahome.com/#/Inventory/Transfer/InitiateTransfer/create
