Update count logic for pre-15th count

If it is prior to 15th day of the month, the system checks the last applicable period closed and opens a count for a sequential applicable period.

• For example, if the store has not completed the monthly count process for March and April, and today is from May 1 to May 14th, when starting a Monthly Count, the count’s applicable period will be March.
• Note: when the store completes March and April monthly counts, the monthly count menu link should disappear until it the 15th day of the current month.
