Update count logic for post-15th count

If it is on or after 15th day of the month, the system checks the last applicable period closed and opens a count for a sequential applicable period.

For example, if the store has not completed monthly count process for March and April, and today is May 15th. When starting a Monthly Count, the count will be applied to the period of March.

• Note: In this example the store should be able to complete monthly counts for March, April and May.
