As an operator, I want to be notified that an item has negative on hand so that I can count it before applying the count
Notes
- Negative on hand values should not be displayed in the Suggested Count mode
- The user should have a visual indication that the item needs to be counted
- It should NOT be possible to Apply the count if there are items that have a negative on hand

Acceptance Criteria
- Confirm that the quantity is populated for items that have a negative system on hand
- Confirm that the cell is highlighted in red to indicate that the on hand value is negative
- This tells the user that the item need to be counted
- Confirm that the only option under the Actions button is Delete when there is an item that has a negative on hand
- Similar to entering a value that exceeds the max
- Confirm when all items have a counted value equal to or greater then zero, other options become available under Actions
- Confirm that items that have a positive on hand do not require any action
