2019.R4(S3): FD Export-Create Date is greater than Apply Date

      Description

      After creating and applying food donation adjustments, the export is sent to the FDC and the export file is available in the destination folder on the server, however, in the file the Create Date of each donation is greater than the apply date.

      Expected: The food donation is created then applied, so the dates seem reversed
