2019.R4: Edit Allocation - Warning message says value must be greater than previously ordered, but can be equal to

1, Navigated to above store and created an order with an item with allocation to use up some of the amount
2. Navigated to the allocation admin page
3. Clicked on pencil icon to edit of the item (biscuit mix/QCD SVS) for which I just placed an order
4. Edited the amount to EQUAL the previous order, which it accepts without warning, but the warning says the value must be greater than (as in the screen shot)
