Page wont 'Continue' when dirty

Reproduction Steps

1) Navigate to Administration -> Asinged Vendor Items

2) Click 'View Rules'

3) Make an edit to one of the rule types

4) Click 'Save'

5) Navigate away from the page without clicking 'Apply Rules'

Actual Results: The page does not continue and the warning message remains.

Expected Results: When the user clicks 'Continue' then the page must navigate away successfully.
