2020R1(S1): Receipt Advice - Investigate Cannot Receive things that were ordered but not shipped

Environment: JAT
Build: CFA - 20.1.0.2578
Store: 01919 - Denton Towne Crossing FSU
User: System Admin
Day: Tue, Sep 27th, 2019

1. Created an order with cups Vendor code = 100412
2. Substituted with the ASN
3. Added both the substituted and the ordered item back in the Receipt advice
Expected: Receive both the ordered and substituted item
Observed: I was only able to receive the shipped item.

I don't know what the behavior should be in this instance?
