2020R1(S2):All Order filters do not show/respect 'Review Multi-order Items', Action in place order

When there is a multi-order ratio to resolve in the order, selecting different filters do not consistently show the Actions ->Review Multi-order Items

1. Create an order with multi-order ratios to fix (not 100%)
2. Create an allocation or items that need to be counted within the order
3. select every filter on the ordering page and check the Actions options to see if
'Review Multi-order Items' is there
Results: The Action above is not available for allocations and items to count filter
Expected: the "Count Item(s)" option should appear in Actions, not "Review Multi-order Items", until all items* have been counted. Once all items* have been counted, "Review Multi-order Items" should appear as an option in Actions. The filter should not impact what options are shown under Actions at all.
