CLONE (R4) - EOM Sections - when a section is not setup for the store's EOM Template do not call API

Defect found during functional testing.

Scenario - EOM Setup does not have the Comments task as an Active Section for US stores
Mark Month End makes a check for sections that have not been sent successfully. It appears that this logic is not excluding the non-Active Sections.

Note - currently Comments was added back as Active so we could see Mark EOM work.
