Duplicate counts are created for the same monthly period

When recording a Monthly Count for past periods, in Testing & Staging, we are seeing that the applicable period appears to get stuck, and it is possible to create multiple counts for the same month. This should not be the case, only one monthly count should be allowed for a specific period.

Duplicate counts are created for the same monthly period. This issue occurred in CFA Testing for stores 01613 and 02693.

Reproduction Steps
Store 01613 - several counts for October 2017
Store 02693 - several counts for March 2019

Expected Results
One monthly count exist for the month

Actual Results
Duplicate counts exist for the same month
