As a customer Chick-fil-A want the font used to display the max days range to be changed to make it more prominent.

- Maybe change to use the same blue color as the other labels?

- Also, as discussed in Planning, move Report Portal and Download Center under the Reports Menu Group, and get rid of the Utilities Menu Group
Acceptance Criteria
- Confirm when viewing a report that has a max day range, the font used is more prominent
- Confirm that the Report Portal is displayed under the Reports menu group
- Confirm that the Download Center is displayed under the Reports menu group
- Confirm that the Utilities menu group is no more
- Confirm that the security permissions around the Report Portal are updated to take into account the new location under Reports
- Confirm that the security permissions around the Download Center are updated to take into account the new location under Reports
