2020.R2:Workflow dependencies should not allow you to complete a task

the Dependencies only work when you click on the task, and yet in the old workflow, it's really the Task action of completing the task that is not allowed. But then again, the action of clicking a task and right-clicking to complete are a part of the same action. In the new workflow, even if Opening Change Fund is a Dependency of ChangeOver change fund, you can still complete Change over change fund which I think you shouldn't be able to do

1. Navigate to a new instance of the workflow in MxConnect
2. Click on the task gear icon and right click and complete the ChangeOver Change Fund

Results: The task completes even with a dependency of the Opening Change Fund

Expected: User should not be able to complete or override a task unless the depend task is completed or overridden.
