Include Safety Stock value on Create Order page - INF-9247

Requirement:

• Safety Stock is available in the Suggested Details panel
• 
• CFA would also like it available, to Suggested Ordering Stores, as a column as well

As part of the replenishment project, operators should be able to add safety stock on the create order page. Safety Stock should be added as an active column option to be seen as one of the columns listed to the right hand side of an item while creating an order.
