MXC WF - Finalize Day - user is currently blocked from viewing without completing dependencies

Scenario - as a user I would like to be able to see the Finalize Day page throughout the day without the need to complete other WF tasks. This page should display for the current WF and validations should not run when page is rendered - as we currently do in production.

I believe this is the original ticket that addressed this functionality --> INF10966 - Finalize Day Validations Accordion - only display when necessary
