2020.R3: EOM Expenses to be Transferred - DWH Store Categories - Should work in Operator Stores

Description: I added the same category to a DWH store as I did to an "Operator" store and the category only appears in the DWH store. I wasn't quite sure, but after discussing with Will, he says it should be visible in both stores if they are configured that way.

Steps
1. Navigate to URL in MMS
2. Configure category 1272 - Operator Cyber Insurance to both settings:

3. Access this category in the expenses to be transferred section in EOM on an Operator Store

Results: The category can not be found in an Operator store under Expenses to be transferred
Expected: Whatever categories are assigned to the configuration, should be visible to that type of store

Additional criteria that were missed:
Confirm when an account from the "Dwarf House Only" list is selected for the Category, we only allow the selection of DWH stores in the recepient list.
