Caner - Location Import - Apply rules when vendor changes

As a user I want the Location Import to trigger the application of the configuration rules when the National Vendor changes so that the appropriate Vendor Entity Item assignments are made

Notes:

• After the Location Import has run, and updated the Vendor Entity relationship Creating a Vendor Entity relationship
• Note: If a rule is not defined for a Vendor Item, and that Vendor Item is Active, it will not be assigned as a Vendor Entity Item to any entities
• Deleting a Vendor Entity relationship

+Acceptance Criteria: +

1. Confirm that the correct Vendor Entity Item relationships are created if the National Vendor is changed via the Location import
2. Confirm that if a Vendor Item is active, and it has no specific rules configured, it will not be assigned as a Vendor Entity Item to any entities
