Show Terminated Employees checkbox not Filtering Results correctly

Environment: Testing
Build: CFA - 20.3.13.3313
Browser: Chrome
Description: Show Terminated Employees checkbox only allows the user to see Terminated Employees but doesn't Filter to ONLY see them
User: bill.digges/password
Role: Operator

Steps:
1. Login as a User
2. Click on the navigation menu
3. Click Utilities
4. Click Employee Setup
5. check the Show Terminated Employees checkbox

Expected Result:
Terminated Employees should be filtered to where it's the only users being returned

Actual Result:
Terminated Employees are just added to the list of users to where it's viewable
