Work Flow - User allowed to enter Closing Change Fund although Cashier Settlement is not complete

Scenario - Harrison sent a screen shot that is showing that the user could enter a Closing Change Fund prior to the Cashier Settlement WF being completed. In general this would be bad, but in this case the store has no open cashiers. 

If we did have open Cashiers we should not be allowed to enter the Closing Change Fund. I think that the Work flow does check this but I have not been able to confirm today. I am leaving this open for further investigation.  Also note, if I click on Cashier Settlement in this case it turns green. Maybe in this case if I click on Closing CF , we can auto complete cashier settlement.  Just a thought.
