Description

As a product owner I want all new external facing APIs to go through the new framework so that as a team we can have control over other systems accessing InFORM

This will need to be done once other work on the framework and this feature are complete

Confirm that the new Forecast Import API is integrated into the new framework
Confirm that the new Forecast Import API can be successfully called through the new framework
