Vendor Zone Relationship Not Created for Two Distribution Centers under One Vendor

Environment: Testing
Build: CFA - 20.3.21.3313
Browser: Chrome
Description: Vendor Zone Relationship Not Created for Two Distribution Centers under One Vendor

Steps:
1. Logon to Server and naviagte to W:\Macromatix\SiteData\CFATesting\DataImports\BusinessLocation
2. Drop Location Import XML file
3. Run Location Import Job

Expected Result:
New Vendor Zone should be created and linked to Distributor tagged in the XML file under the store

Actual Result:
Vendor Zone has been created and linked to the store but not linked to the Distributor under the new zone (NOTE: The new zone is being created and reflected in MMS where the store is listed under the new zone. However the backend does not reflect the relationship ie tbVendorZone)
