2020.R4(S4): Location import - Does not queue reprocessing message when moving from zone with Exclude Rule

Disclaimer I think this was primarily a misunderstanding of how David told us up front he was implementing, but I and the POs focused on the Discontinue Date of the old include rule rather than understanding that the remaining rules would not reprocess.

Description When the store moves from a zone with exclude rules to NO zone rule, the remaining rules need to be applied whether the old zone had include or exclude rules.

Steps
1. Use item 103070 in JAT URL =https://m.inform.jatesting.cfahome.com/#/Administration/AssignVendorItems/AssignVendorItems
2. process the attached location imports to move back and forth from the Location - ConceptCode Zone

Results: No message is queued for reprocessing the rules when the zone is changing from one that had an exclude rule, to a zone with no applicable rules

Expected: Message should be put on queue when any zone change occurs so that the remaining, hierarchical rules process
